Analysis
This resolution authorizes and directs the Commissioner of Public Works to construct streetscape improvements on the segment of West Wisconsin Avenue from North 2nd Street to North 4th Street. Funding for this project will primarily be provided through the Wisconsin Department of Transportation under a Federal Congestion Mitigation/Air Quality Program Grant for the development of primary pedestrian corridors in the Milwaukee Central Business District.

Whereas, The Wisconsin Department of Transportation has approved funding of a project under the Federal Congestion Mitigation/Air Quality (CMAQ) Program for the development of primary pedestrian corridors in the Milwaukee Central Business District to promote walking as a means of transportation in the Milwaukee Central Business District; and

Whereas, Common Council Resolution File Number 981733 and File Number 990806 authorized and directed the Commissioner of Public Works to execute an agreement for the programming and construction of pedestrian facility improvements on East/West Wisconsin Avenue, North Water Street and East/West Kilbourn Avenue under the CMAQ Program, and to undertake preliminary engineering for this pedestrian corridor development project; and

Whereas, The pedestrian facility improvement project included the implementation of a catalytic project to fully deploy a portion of the streetscape during conceptual planning of the pedestrian corridors in order to demonstrate the various streetscape components and generate support for further plan implementation; and
