Substitute resolution effectuating a provision of the 1999 Adopted City Budget relative to expenditure of funding for a common database in the Department of Neighborhood Services.

This substitute resolution requires that the release of funds for a common database in the Department of Neighborhood Services be contingent upon Common Council approval of a plan specifying the design of the database system.
BODY:
Whereas, The 1999 Adopted City Budget provides $100,000 in the Department of Neighborhood Services' budget to develop a common database to track multiple types of property complaints and violations; and
 
Whereas, This database will be used by city employes, officials and the public and will also be available on the Internet; and
 
Whereas, By amendment to the 1999 Adopted City Budget, the Common Council wants to ensure that this common database satisfies the needs of all users; and
 
Whereas, This database is an integral part of the newly created Department of Neighborhood Services; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that expenditure for this common database is contingent upon approval by the Common Council of a plan submitted by the Department of Neighborhood Services specifying the design of the database, including, but not limited to, decisions regarding access to the data and expansion of the database.
