Substitute resolution relating to application for, acceptance and funding of an Environmental Protection Agency 2005 Environmental Education Grant. (Department of Public Works)
Analysis
This resolution authorizes the Department of Public Works-Operations Division to apply for, and accept and fund, a 2005 Environmental Education Grant from the U.S. Environmental Protection Agency. This grant aims to increase resident participation in the City recycling program and to heighten public awareness of environmental issues. The total project cost is $75,000, of which $25,000 (33%) will be provided by the City through a state recycling grant and $50,000 (67%) will be provided by the grantor. This project will include the following components:

1. Identify challenged neighborhoods in need of concentrated public education on recycling issues, as indicated by low participation and compliance levels in the City's curbside recycling program.

2. Develop multi-lingual materials in Spanish and Hmong to reach underserved populations, increase recycling participation and raise environmental awareness.

3. Coordinate education efforts with neighborhood associations, City Housing Authority complexes, schools and community non-profit organizations.

4. Develop DPW-Environmental Services "Introduction" packets for residential property owners (both owner-occupied and rental properties) that detail owner responsibilities concerning environmental issues such as recycling, trash disposal, snow and ice removal, weed control and brush/tree maintenance.
