Analysis
This resolution authorizes the Milwaukee Police Department to apply for grants for the purpose of installing video surveillance equipment capable of making a permanent video record in all police transportation vans and further requests that the Chief of Police move as quickly as possible to both secure this funding and deploy this equipment.

Body
Whereas, In a free and open society, every citizen must be assured that the police officers entrusted with his or her protection are acting in a manner that is both above reproach and also reflects the highest regard for the safety and well-being of the public; and

Whereas, The City of Milwaukee has had incidents in which citizens have died in police custody and a lack of information surrounding these incidents was subsequently blamed for both an increase in tension within the community and a decrease in respect for the police department and its hard-working men and women; and

Whereas, The installation of surveillance equipment in all police vehicles used for conveyance would be a significant step towards resolving these problems; and

Whereas, Were funding secured, this surveillance equipment could be installed with no cost to tax-payers; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Milwaukee Police Department is authorized to apply for funding for the purpose of installing video surveillance equipment capable of making a permanent video record in all police transportation vans; and, be it

Further Resolved, That the Chief of Police is requested to move as quickly as possible to both secure this funding and deploy this video surveillance equipment.
