Minutes note: Ken Barbeau, HACM’s Interim Secretary-Executive Director, explained that the resolution is based on the information previously discussed in item R13628. He noted that the language was adapted from the HUD Exchange website and modeled after HUD’s Conflict of Interest policies, with additional provisions added to address HACM Board members and the organization’s instrumentalities. The resolution outlines what the policy covers and to whom it applies, as detailed in the attached document. In response to questions from Commissioners, Mr. Barbeau confirmed that the Conflict of Interest Policy will be reviewed and updated annually.

Body
WHEREAS, the Housing Authority of the City of Milwaukee (HACM) is committed to ethical leadership and to building a stronger, more transparent organization that serves our residents, partners, and each other with integrity and pride; and

WHEREAS, it is the policy of HACM to treat employees and prospective employees in a manner consistent with all applicable employment laws and regulations including, but not limited to Title VII of the Civil Rights Act of 1964, the Equal Opportunity Act of 1972, the Age Discrimination in Employment Act, the Equal Pay for Equal Work Act, the Fair Labor Standards ACT, and HUD policies; and

WHEREAS, the HACM Employee Handbook is a living document which requires periodic review and modification to ensure it is accurate, organized and in compliance; and

WHEREAS, HACM has determined that there is a need for a wholly revised and strengthened update to the “Conflict of Interest” and “Nepotism” policies, based on findings and recommendations of a recent investigation into employment policies as practiced; now therefore, let it be

RESOLVED, by the Board of Commissioners of the Housing Authority of the City of Milwaukee, that this revised “Conflict of Interest Policy” is hereby approved and will apply to HACM and to its instrumentalities; and be it

FURTHER RESOLVED that this Conflict of Interest policy shall apply to all to HACM employees and members of the Board of Commissioners of the Housing Authority of the City of Milwaukee as well as all board members of any of its instrumentalities (collectively referred to herein as “Board Members”) and all programs administered by HACM; and be it
