Analysis
This ordinance amends provisions of ch. 350 of the Milwaukee Code of Ordinances relating to leave and vacation accrual for sworn management employees of the Milwaukee Fire Department whose normal hours of work exceed 40 hours per week. The ordinance aligns benefits for these nonrepresented employees with provisions negotiated in the 2023 to 2026 labor agreement with the Milwaukee Fire Fighters’ Association, Local 215, ensuring consistency for employees promoted from represented firefighter ranks into command staff positions.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 350-2-2-a-1 is of the code is amended to read:
350-2. Holidays, General Provisions.
2. FIRE DEPARTMENT.

a-1. Holiday Compensation. >>Effective pay period 1, 2026, an<< [[An]] employee working 24-hour shifts shall receive [[24]] >>96<< hours off per calendar year in lieu of holidays or holiday pay, earned at a rate of [[2]] >>8 << hours per month. This holiday time-off shall be taken in the calendar year in which it was earned.
Part 2. Section 350-37-15-g of the code is amended to read:
350-37. Sick and Disability Leave.
15. SICK LEAVE CONTROL INCENTIVE PROGRAM.
g. Effective trimester 1, 2021, a noncivilian management employee in the fire department, working a 40-hour work week or 53-hour work week, shall be eligible to accrue up to a maximum of 48 hours of special incentive leave into a separate special incentive leave account. >> Effective trimester 1, 2026, a noncivilian management employee in the fire department, working a 53-hour work week shall be eligible to accrue up to a maximum of 144 hours of special incentive leave into a separate special incentive leave account.<< An em...
