This resolution requests the Department of Employe Relations to include "point of service" plans in the next requests for proposals for health benefit plans for City employes. Under a "point of service" plan, the participant chooses whether to stay with providers within the service network or step outside of the network for each medical service. The participant pays for services within the service network as if they were performed through an HMO, and pays for services outside the network as if they were provided under conventional insurance.


BODY:
Whereas, The City currently offers its employes a health care benefit consisting of a selection of several HMOs and conventional health insurance plans; and

Whereas, The health care system known as "point of service" combines features of both conventional insurance and HMOs, may reduce costs to employers and employes and is currently available through other major employers in the Milwaukee area; and

Whereas, Whenever a participant in a "point of service" plan needs medical care, the participant chooses whether to procure that particular service within the service network at the cost customarily associated with an HMO, or outside the network at the cost customarily associated with conventional health insurance; and

Whereas, It is in the best interests of the City to extend its employes the widest possible range of health benefit options so that employes can select a health care plan that meets their personal health, family and financial requirements; and

Whereas, The Department of Employe Relations will be putting out its annual requests for proposals (RFPs) for health benefit plans this summer; and
