Analysis
This resolution authorizes the Department of Public Works-Operations Division to apply for, and accept and fund, a grant from the U.S. Environmental Protection Agency to fund the City of Milwaukee Waste Hauler Retrofit Project. The total project cost is $99,550, of which $90,000 (90%) will be provided by the grantor and $9,550 (10%) will be provided in-kind by the City. Grant funds will be used to fund the installation of EPA-certified diesel oxidation catalysts on 60-90 of the City’s waste haulers to reduce emissions from those vehicles.
Body
Whereas, The City of Milwaukee’s waste haulers (“garbage trucks”), because they operate in a stop-and-go pattern in residential areas, with long periods of idling, have a significant air pollution impact on the city and its residents; and

Whereas, The emissions impacts of the City’s waste haulers are magnified by the fact that they operate in a densely-populated, ozone non-attainment area with a large population that suffers from or is susceptible to respiratory ailments; and

Whereas, The City of Milwaukee appears to be eligible for grant funds from the U.S. Environmental Protection Agency’s Voluntary Diesel Retrofit Program Technology Assistance Agreements to Benefit Sensitive Populations (EPA Project No. OAR-CCD-04-08); and

Whereas, The Department of Public Works-Operations Division would use these grant funds to retrofit City waste haulers with EPA-certified diesel oxidation catalysts intended to reduce vehicle emissions; and

Whereas, The City’s participation in this grant program would result in the following benefits to the City:
