Analysis
This resolution directs the Commissioner of Public Works and the City Comptroller to execute two project agreements with the Wisconsin Department of Transportation for the programming and construction of traffic signal/roadway improvements using Hazard Elimination Safety program funds at a total estimated cost of $950,000, with an estimated City share of $95,000. These improvements consist of replacing existing incandescent traffic signal lamps with light emitting diode (LED) indications. The resolution also directs the City Comptroller to create the necessary accounts to fund the City of Milwaukee's share of preliminary engineering for these projects.

Whereas, Preliminary approval has been requested and received from the Wisconsin Department of Transportation (WISDOT), along with two project agreements to be executed by the City of Milwaukee, for the programming and construction of a 2004-2007 Hazard Elimination Safety (HES) project; and

Whereas, One hundred and sixty two (162) locations with a high frequency of crashes involving disregard of signals were identified through the City's ongoing Accident Identification and Surveillance program; and

Whereas, The proposed improvements will increase safety at signalized intersections by installing LED signal heads to increase visibility of signal indications; and

Whereas, The Common Council of the City of Milwaukee has previously approved the replacement of incandescent traffic signal lamps with LED signal heads at 245...
