Title
Substitute resolution authorizing the City of Milwaukee to enter into an agreement with Milwaukee's Local Initiatives Support Corporation to implement the Main Street Milwaukee Program.
Analysis
This resolution authorizes the City of Milwaukee to enter into an agreement with Milwaukee LISC to implement the Main Street Milwaukee Program for revitalizing Milwaukee's neighborhood commercial districts and directs the Department of City Development to carry out the initiative on behalf of the City.
In addition, the agreement contemplates that the City will provide future financial support by way of annual appropriations of CDBG funds, based upon funding availability, for operating support for the designated districts, and City or CDBG funds for the implementation of this effort. Funds raised by LISC will be used to provide supplemental technical assistance, consulting services and capacity-building trainings to designated areas.

Whereas, The City of Milwaukee's (“City”) neighborhoods contain commercial districts of varying vitality, many of which have experienced significant disinvestment over the past forty to fifty years; and
Whereas, These districts contain many buildings that are historically or architecturally significant and efforts should be made to preserve and reuse them whenever possible and practical; and
Whereas, The Department of City Development (“DCD”) and Milwaukee's Local Initiatives Support Corporation (“LISC”) have proven their success in partnering throughout 2003 and 2004 in providing resources and services to the Integrated Neighborhood Revitalization Strategy (“INRS”) commercial districts throughout the City, and both entities seek to enter into a Main Street Milwaukee Program Agreement, a copy of which is attached to this file, which essentially describes in detail each parties' responsibilities in the im...
