Analysis
This ordinance renames the city's disadvantaged business enterprise (DBE) program as the emerging business enterprise (EBE) program. It defines an "emerging" business as one owned, operated and controlled by one or more individuals who are "at a disadvantage" with respect to certain categories, using current categories of "disadvantage" for this purpose.
This ordinance also deletes an obsolete provision of the code relating to the DBE training/credits program.
