Analysis
This resolution approves a Maintenance Agreement between the City and the Historic Third Ward Business Improvement District (BID #2). The BID proposes to install specialized street lighting along East Buffalo Street from North Water Street to the Milwaukee River. This lighting would be consistent with the lighting being installed along the new Historic Third Ward Riverwalk. The Agreement outlines maintenance and operational responsibilities for this specialized lighting. In sum, the BID would be responsible for all maintenance along with all costs of operation including the cost of power.
Body
Whereas, Business Improvement District No. 2 (Historic Third Ward) is developing a riverwalk along the east side of the Milwaukee River in its area; and

Whereas, The Riverwalk will feature unique lighting mounted upon adjacent, privately owned buildings; and

Whereas, East Buffalo Street between North Water Street and the river has been redesigned and is being reconstructed as a key pedestrian entry point to the Riverwalk; and

Whereas, BID #2 would like to utilize the specialized Riverwalk lighting along this reconstructed street segment; and

Whereas, It has been determined that the specialized lighting would provide sufficient light levels to meet normal standards for similar streets; and

Whereas, The specialized lighting would be mounted on private buildings adjacent to East Buffalo Street and would be connected to private power sources; and
