This resolution authorizes the Commissioner of Public Works to award a contract for emergency work at the Linnwood Water Treatment Plant to repair a 60-inch steel pipe that provides water for backwashing filters.
Body
Whereas, Filtration is an integral and essential part of the water treatment process, providing a physical barrier to remove particulate contaminants from source water; and
Whereas, As filters remove particles, the filters become clogged and must be periodically backwashed; and
Whereas, At the Linnwood Water Treatment Plant, water is sent to filters for backwashing through one of two 60-inch steel washwater pipes; and
Whereas, One of the washwater pipes has weakened, and leaks in various locations have eroded the earth around the pipe, making it structurally unsound and requiring that it be taken out of service; and
Whereas, The outage leaves only a single pipe for backwash water to be sent to filters for backwashing; and
Whereas, The remaining operational pipe is of the same age and construction material as the one that has failed; and
Whereas, If the remaining pipe fails, the filters will be unable to be backwashed, rendering the treatment plant unable to operate; and
Whereas, The Commissioner of Public Works has directed Miller Pipeline Corp. to undertake emergency work to stabilize the existing pipeline and to install a permanent structural liner to the interior of the existing steel pipe; and
Whereas, There is $750,000 available in 2011 and 2012 budget appropriations under WT450132300 Linnwood South Washwater Pipe to be used for this purpose; now, therefore, be it
