She explained that an appraisal had been performed and HACM was informed that no value could be assigned to the lots because there is a cemetery beneath the plots. Since the land could not be used for development, it was agreed to sell the lots for HACM’s costs and the amount set at $1,000. The two lots are currently being used by Guest House of Milwaukee as a garden. Ms. Dawson stated that the residents were concerned about the presence of human remains and felt that there should be a memorial. The Guest House has voluntarily agreed to dedicate a stone memorial in the expanded neighborhood garden to honor the mid-19th century cemetery below. Commissioners asked questions about the number of vacant lots HACM owns, how many are buildable, and if a listing could be provided to the Board.	Pass	5:0

Body

WHEREAS, the Housing Authority of the City of Milwaukee (HACM) owns and manages more than 4,000 units of low-rent public housing under the terms of an Annual Contributions Contract with the U. S. Department of Housing and Urban Development (HUD); and

WHEREAS, HACM owns more than 70 parcels of vacant land in the City of Milwaukee; and

WHEREAS, HUD allows Public Housing Authorities to submit Disposition applications to dispose of all or part of public housing structures and land in excess of what is needed to operate efficiently;

WHEREAS, the parcels located at 1237 North 13^th Street and 1243 North 13^th Street exceed the needs of the HACM and its residents; and,

WHEREAS, HUD has approved of HACM’s request to dispose of 1237 North 13^th Street and 1243 North 13^th Street at fair market value; and

WHEREAS, the Acting Executive Director recommends accepting the Offer to Purchase by the Guest House of Milwaukee and removing the .23 acres of vacant land at 1237 North 13^th Street and 1243 North 13^th Street from HACM’s inventory; and, therefore, let it be

RESOLVED, that the recommendation to accept the Offer to Purchase1237 North 13^th Street and 1243 North 13^th Street at Fair Market Value is hereby accepted; and be it

FURTHER RESOLVED, that the Secretary-Executive Director is hereby authorized to take whatever action is necessary to complete the sale of the .23 acres of vacant land at 1237 North 13^th Street and 1243 North 13^th Street and have said properties removed from its inventory.
