Under Homebuyer Counseling/Homebuyer Counseling Services (page 7) increasing the line item for "United Community Center" by $14,400 from $25,747 to $40,147. 2. Under Youth Services (page 10) by reducing the line item "Latino Community Center" from $78,800 to $50,000. 3. Under the same category, by increasing the line item "United Community Center" by $14,400 from $45,000 to $59,400. The motion prevailed. Ayes: 16 - Ald. Davis, D'Amato, Henningsen, Bohl, Ald. Under the same category, creating the line item "SELECT Milwaukee" and allocating $77,810 under the category "Proposed CDBG 2004" and allocating $270,000 under the category "Proposed HOME 2004" and adding a footnote to the effect that 50% of the properties to be rehabilitated shall be done in the OIC-Greater Milwaukee NSP area. Murphy would prefer that his motion be voted on as offered, so that the $50,000 is not split among all 4 agencies. Ald. Murphy amended his motion to put the $50,000 into the Minor Home Repair program for non-NSP areas as part of a revolving pool for existing organizations that do home security installations for elderly victims of crime, rather than into the Housing/Home Security Installations category. The amended motion by Ald. Murphy is approved 5-2 (Ald. Wade and Hines voting “no”) Ald. Johnson-Odom moved to fund the entire $190,041 category and take it from the public library portion of $791,941 . The motion was withdrawn by Ald. The motion prevailed. 4-3 (Ald. Gordon, Sanchez and Murphy voting “no”) Motion by Ald. Johnson-Odom to amend Housing/Neighborhood Improvement Program (NIP) (page 10) by adding $50,000 to the line item “Harambee Ombudsman Project” under the category “Proposed CDBG 2004” raising that allocation from $71,466 to $121,466 and decreasing the Milwaukee Public Library (page 14) by $50,000 to $699,431. Ald. Johnson-Odom amended the amount to $31,500 from $50,000 to allow for improvement of one more unit. The motion fails 3-3 (Ald. Gordon, Wade and Murphy voting “no”; Ald. Hines excused) Motion by Ald. Murphy to amend the Milwaukee Public Library (page 14) by subtracting $257,000 from the line item Community Outreach and Technology Center, leaving $534,941 and by adding $257,000 to the line item “Mobile Library Technology Services” The motion is approved 4-3 (Ald. Johnson-Odom, Gordon, and Hines voting “no”) Motion by Ald. Whereas, The Community Development Committee recommends approval of the amended Funding Allocation Plan of activities and funding recommendation for funding year 2004 as attached; and
 
Whereas, The City of Milwaukee appears to be eligible for community development entitlement funding for year 2004 estimated at $28,282,000 (CDBG funds $20,000,000; HOME funds, $7,000,000; ESG funds, $774,000; and $508,000 HOPWA funds); now therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the amended 2004 Funding Allocation Plan is approved as attached; and, be it
 
Further Resolved, That the authorization for the funding listed in the resolution is subject to the availability of the Year 2004 community development funding and the release of funds for this purpose by HUD; and, be it
 
Further Resolved, That the Community Block Grant Administration is authorized to prepare and submit the Annual Action Plan for community development funding to the United States Department of Housing and Urban Development (HUD) in accordance with the City's Strategic Plan.
