Analysis
This ordinance increases the amount charged for both Basic Life Support and Basic Life Support - Emergency ambulance conveyances for the 2 categories of patients established by the code, namely residents and non-residents. The increases are as follows:

1. For residents, from $336 to $357.
2. For non-residents, from $388 to $413.

Both of these new rates reflect a 6.2% increase, consistent with the 2001-2002 Milwaukee consumer price index for medical care.

In addition, this ordinance permits private ambulance companies to bill both residents and non-residents $525 for both residents and non-residents for Advanced Life Support (ALS) conveyances when the conveyances are made under the terms of the Private Provider Interfacility Unit protocol.

This ordinance also decreases the amount charged for mileage. The mileage is defined as the distance traveled with the patient in the ambulance from point of origin to destination. The rate, for both residents and non-residents is reduced from $8.76 per mile to $8.50 per mile. The new rate reflects a 3% reduction, consistent with the 2001 - 2002 deflation of -1.2% to -5.3% in the transportation indices for transportation, private transportation, motor fuel and gasoline.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1. Section 75-15-14-c-1 to 3 of the code is amended to read:

75-15. Ambulance Certification Regulations.

14. AMBULANCE RATE.
