This resolution amends the conditions required of the Milwaukee Police Athletic League, Inc., before it is allowed to take ownership of portions of 2 City-owned properties for the purpose of constructing a youth activity center. Resolution File Number 980854, adopted October 9, 1998, requires the League to demonstrate that it has sufficient funds available to complete the center before December 31, 2001, before taking ownership of the properties. This resolution removes this precondition, effectively authorizing the transfer of the properties to the League, but provides that, if the center is not completed by December 31, 2001, the ownership of both properties would revert to the City.
BODY:
Whereas, By Resolution File Number 980854, adopted October 9, 1998, the Common Council authorized the conveyance of 2 City-owned properties, one at 2221 West Auer Avenue and the other at 2319 West Auer Avenue, to the Milwaukee Police Athletic League, Inc., (MPAL), subject to certain conditions, for the purpose of constructing a youth activity center; and

Whereas, One of the conditions for the conveyance of the properties required that the MPAL provide satisfactory evidence that it had funds available to complete construction of the proposed center before December 31, 2001; and

Whereas, The MPAL, because it does not yet own the properties, has been unable to complete a necessary Phase II environmental assessment of the properties, without which the MPAL is unable to determine whether it has sufficient funds...
