Title
Resolution directing the Department of Administration - Intergovernmental Relations Division to lobby the State for legislation relating to minimum qualifications for prenatal care providers, best practices for prenatal care communities, and foundational training for providers.
Analysis
This resolution directs the Department of Administration - Intergovernmental Relations Division to lobby the Department of Health Services to reevaluate statutory minimum qualifications relating to prenatal care coordination providers, to standardize best practices for prenatal care communities across the state, and to establish standardized foundational trainings for all prenatal care providers.
Body
Whereas, The purpose of the Prenatal Care Coordination (PNCC) program is to provide access to medical, social, educational, and other services to pregnant women who are considered high risk for adverse pregnancy outcomes; and
Whereas, The components of the program are outreach, assessment, care plan development, ongoing care coordination and monitoring, and health education and nutrition counseling; and
Whereas, Section DHS 105.52 of the Wisconsin Administrative Code governs prenatal care coordination providers; and
Whereas, The Milwaukee Journal Sentinel exposed significant fraud and abuse by certain PNCCs; and
Whereas, The Health Department recommends steps to mitigate the risk of fraud and abuse of the program, including the following:
1. Reevaluation of the Department of Health Services Administrative Code’s statutory minimum qualifications for PNCC providers.
2. Coordination of best practices for prenatal care communities across the state.
3. Standardization of foundational training for all PNCC providers.
