Substitute resolution approving the Land Disposition Report and Due Diligence Checklist and authorizing assignment pursuant to 75.106 Wisconsin Statutes of 2621 West North Avenue and the sale of 2621 Adjacent West North Avenue, in the 15th Aldermanic District.
Analysis
This resolution, if the City of Milwaukee is successful in tax foreclosure, authorizes the assignment of the tax delinquent parcel at 2621 West North Avenue and the sale of 2621 Adj. West North Avenue to Matt Talbot Recovery Services, Inc. The property at 2621 West North Avenue is currently owned by Byron Meyer and as of July 2025 is tax-delinquent $57,017.92 and is a property suspected of being contaminated by hazardous substances under sec. 75.106, Wis. Stats. The property is in the City’s 2025 No. 2 property foreclosure file and Matt Talbot Recovery Services, Inc. desires to accept assignment of the tax-foreclosure judgment and to purchase the City of Milwaukee owned parcel at 2621 Adj. West North Avenue to improve the properties.

Whereas, The City of Milwaukee (“City”) acquired the tax-deed property at 2621 Adj. West North Avenue (the “City Parcel”) in 1967; and

Whereas, Matt Talbot Recovery Services, Inc. (the “Developer”) has submitted an unsolicited offer to purchase the City Parcel and improve the City Parcel as summarized in a Land Disposition Report, a copy of which is attached to this Common Council File; and

Whereas, Section 304-49-4.5 of the Milwaukee Code of Ordinances (“MCO”) allows the City to accept unsolicited offers with the approval of the Common Council; and

Whereas, Section 304-49-8 of the MCO allows the City to sell properties when the City receives fair compensation, whether monetary or non-monetary; and

Whereas, The Department of City Development (“DCD”) conducted a historical land use investigation and found that 2621 West North Avenue (the “Parcel”) historically was operated as a ...
