Substitute resolution implementing a provision of the 2003 City budget relating to an employe wellness program.
Analysis
This resolution implements a provision of the 2003 City budget that sets aside $25,000 from the Health Care Benefits special purpose account for the creation of an employe wellness program.  The program is to be instituted after the first quarter of 2003 or upon receipt of the program details from the Department of Employe Relations, whichever is later.
Body
Whereas, The 2003 adopted City budget contains a footnote in the Health Care Benefits special purpose account that $25,000 is reserved for the creation of an Employe Wellness Program to be instituted after the first quarter in 2003; and
 
Whereas, Employer-sponsored programs that improve wellness - smoking cessation, risk reduction, exercise, nutrition and the like - have had proven success not only in improving the lives and lifestyles of the employes that participate in them, but also in reducing employer costs for health insurance; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Department of Employe Relations is authorized and directed to create an Employe Wellness Program for submission to the Finance and Personnel Committee by March 31, 2003; and, be it
 
Further Resolved, That the $25,000 reserved for an Employe Wellness Program within the Health Care Benefits special purpose account of the 2003 adopted City budget shall be released for expenditure on April 1, 2003, or upon receipt of the Employe Wellness Program from the Department of Employe Relations, whichever is later.
