Title
Substitute resolution relating to city-owned residential and commercial properties.
Analysis
This resolution requires the Department of City Development to inspect city-owned residential properties quarterly rather than annually. It also requires that flyers or similar communications be distributed to neighboring properties at the time of inspection asking neighbors to contact the department to report inadequate maintenance, property damage noticed, or activities on the property posing the risk of damage.
Body
Whereas, The Department of City Developmentās policy of annually inspecting city-owned residential properties is too infrequent to sufficiently protect these properties from vandalism, theft of essential components like plumbing fixtures, piping and siding, and abuse by parties commandeering properties for criminal activities; and
Whereas, Vandalism, theft of essential property components and abuse through the conduct of criminal activities substantially damage city-owned properties, causing a significant decline in value, and contribute to neighborhood blight; and
Whereas, Increasing the frequency of inspections of city-owned residential properties will enable the city to discover and repair damage earlier to limit property deterioration, declines in property value and the potential for neighborhood blighting; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of City Development shall inspect each city-owned residential property at least once every 3 months; and, be it
Further Resolved, The Department of City Development shall, in conjunction with its inspections, distribute flyers, cards or similar communications to neighboring properties identifying inspected properties as city-owned and providing department contact information, and requesting the Department of City Development be contacted concerning inadequate ...
