Title
Substitute resolution authorizing the submittal, acceptance and funding of the Neighborhood Stabilization Program 2 under the American Recovery and Reinvestment Act of 2009 from the U. S. Department of Housing and Urban Development through the Community Development Grants Administration (CDGA).
Body
Whereas, The City of Milwaukee is eligible to apply for the 2009 Neighborhood Stabilization Program 2 under the American Recovery and Reinvestment Act of 2009 (NSP2); and
Whereas, The NSP2 is closely related to the Community Development Block Grant (CDBG) Program. HUD will implement the Neighborhood Stabilization Program by relying upon existing CDBG requirements and making appropriate adjustments to accommodate the directives of the Housing and Economic Recovery Act of 2008 (HERA); and
Whereas, The proposed Neighborhood Stabilization Program 2 plan was posted by the usual methods for no less that 10 calendar days of public comment; and
Whereas, The City of Milwaukee must expend at least 50 percent of allocated funds within 2 years of the date funds become available and 100 percent within 3 years of such date; now therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Community Development Grants Administration (CDGA) is hereby authorized to submit the attached Plan to the U. S. Department of Housing and Urban Development the final version of the Neighborhood Stabilization Program Plan 2 as well as any other related documentation required by the U. S.
