Title
Substitute resolution relating to application, acceptance and funding of a grant from the United States Department of Energy for the second round of the Solar America Cities program.
Analysis
This resolution authorizes the Office of Environmental Sustainability to apply for, accept and fund a Solar America Cities 2009 grant in the amount of $1,300,000, with a grantor share of $1,300,000 and no City match.

The purpose of this grant is to fund installations of several solar clusters and 15 to 20 small-scale solar hot water systems. The installations will be monitored for efficiency and thermal dynamics, with a goal of developing best practices for this region. The grant also aims to continue to reduce barriers to adoption of solar technologies within the City of Milwaukee. Milwaukee was one of 12 cities selected for the first round of this grant in 2008, with a grant amount of $300,000.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Energy to fund installations of several solar clusters and 15 to 20 small-scale hot water systems and to continue to remove barriers to implementing solar technology in the City, including providing installer training and creating educational materials relating to solar technology; and

Whereas, The Common Council, through adoption of Common Council Files 071136 and 080121, has expressed its commitment to promoting growth of solar technology in the City; and

Whereas, Project partners, including We Energies, Focus on Energy, Johnson Controls, Caleffi, Midwest Renewable Energy Association, University of Wisconsin-Milwaukee, City of Milwaukee Department of Development, and Milwaukee County have pledged to provide incentives and in-kind services equal to 50% of the grant amount to help promote solar activities in the City; and
