Analysis
This resolution amends Common Council File # 200255 authorizing the Health Department to accept and fund the Epidemiology and Laboratory Capacity (ELC) COVID19- Wisconsin State Funding Opportunities for Local and Tribal Health from the State of Wisconsin Department of Health Services. The purpose of the grant is to support the City of Milwaukee’s Health Department’s response to COVID-19 in laboratory capacity, emergency operations planning, testing capacity and contact tracing.

Whereas, Common Council File # 200255 authorizes the Health Department to accept and fund Epidemiology and Laboratory Capacity (ELC) COVID19- Wisconsin State Funding Opportunities for Local and Tribal Health from the State of Wisconsin Department of Health Services to provide laboratory capacity, emergency operations planning, testing capacity and contact tracing; and

Whereas, The continued operation of this grant program from 02.01.2020 to 09.30.2021 would cost $115,500, and from 03.01.2020 to 12.31.2020 would cost $5,901,346 for a total cost comprised of $6,016,846 (100%) grantor share with no city match; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that application of this grant from the State of Wisconsin Department of Health Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

Further Resolved, That the City Comptroller is authorized to:
