Title

Analysis
This resolution authorizes the Department of Public Works - Operations Division (Forestry Section) to accept and expend a grant of up to $175,000 from the Milwaukee Area Workforce Investment Board (MAWIB) to fund the trainers and some related training costs for the Dombrowski Landscape Management Training Initiative.

The total cost of the training program is $491,000. A MAWIB grant of up to $175,000 will be used to pay for the City staff of trainers, as well as for Commercial Driver’s License training for 30 trainees, and personal protective equipment for 30 trainees. The David John Dombrowksi bequest is contributing $94,685.36. The City is funding the remaining portion of $221,314.64 through carryover funding from various Forestry accounts, as authorized in the 2014 Adopted Budget ( Common Council File Number 130517).

The Dombrowski Landscape Management Training Initiative will recruit, train and place unemployed low-income Milwaukee residents in the landscape profession. These individuals will be trained in grounds maintenance, including small trees, shrub and brush removal, as well as sidewalk snow and ice removal, and general landscape maintenance on City-owned tax-foreclosed and vacant properties. Participants will have the opportunity to earn multiple credentials; including a Commercial Driver’s License Class B with airbrakes, Tree Care Industry Association Tree Care Academy Ground Operations Specialist, Wisconsin Pesticide Application License, and CPR certification. At the end of the program, 15 trainees will be brought on as seasonal City staff while the remaining will be linked with private landscape or tree care companies...
