Resolution relative to acceptance and funding of a 2018-19 Homeland Security Mobile Facial Recognition and Identification Project Grant.
Analysis:
This resolution authorizes the Milwaukee Police Department to accept and fund a Homeland Security Mobile Facial Recognition and Identification Project grant from the U.S. Department of Justice through the State of Wisconsin, Department of Military Affairs (DMA), in the amount of $25,000 with a city share of $0, and a grantor share of $25,000. The purpose of this funding is for the purchase of a facial recognition application with mobile capabilities. This mobile application will allow authorized Law Enforcement Officers to use at public events with a potential to be targeted by criminal entities and extremists. This will allow potential threats to be efficiently and effectively identified and mitigated.

Whereas, Under CFDA 97.067, the City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Justice through the State of Wisconsin DMA; and
Whereas, The operation of this grant from 10/01/18 to 9/30/19 would cost $25,000, 100% would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it
Further Resolved, That, the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2018 Special Revenue-Grant and Aid Projects, the following amount for the program titled: 2018-2019 HS-WEM Mobile Facial Rec Grant.
