This resolution directs the Commissioner of Building Inspection to hire a consultant to conduct a performance audit of the departmental and court processes relating to building code violations. The consultant shall be hired after consultation with the City Attorney and the Presiding Judge of the Municipal Court. The performance audit shall include components specified in the resolution. The consultant shall report his or her findings and recommendations to the Common Council within 120 days of the adoption of this resolution.
BODY:
Whereas, Prompt and effective enforcement of violations of the building code provides benefits to everyone who lives or works in Milwaukee; and

Whereas, There currently exist significant concerns about the appropriateness and effectiveness of the departmental and court processes used to enforce building code violations, and it is appropriate to evaluate the current processes to determine whether improvements can be made; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Building Inspection is authorized and directed to hire a consultant to conduct a performance audit of the enforcement, prosecution and adjudication processes related to building code violations; and, be it

Further Resolved, That the Commissioner shall hire the consultant after consultation with the City Attorney and the Presiding Judge of the Municipal Court; and, be it

Further Resolved, That the performance audit shall review and evaluate all of the following:

1. The effectiveness of the pre-court internal processes in the Department of Building Inspection.
