Analysis
Jam 4 Peace is an annual concert that is produced and promoted by WKKV-FM-V100 and its parent company, Clear Channel. Jam 4 Peace will take place on August 5, 2006. The promoters of Jam 4 Peace state these concerts aim to encourage peace and harmony on the streets of the City, but many of the songs that will be performed at the concert contain lyrics with sexist, violent and explicit language, with references to smoking, drinking and prostitution. Because this concert may promote actions that generate negative sentiments and actions that are inconsistent with the City’s mission of achieving a peaceful and lawful society, the City urges WKKV-FM-V100.7 and its parent company, Clear Channel, to promote values that are consistent with those of the City of Milwaukee, and utilize artists who promote peace and family values in further Jam 4 Peace productions.

Whereas, The City acknowledges that hip-hop music has a prominent role in the culture of the City, and that there are many hip-hop artists who promote peace, family values and other positive and uplifting messages; and
Whereas, Jam 4 Peace was established in 1991 by WKKV-FM-V100.7 and its parent company, Clear Channel, to provide a venue for urban, hip-hop concerts; and
Whereas, The promoters of Jam 4 Peace state these concerts aim to encourage peace and harmony on the streets of the City; and
Whereas, Many songs by artists who are performing at the 2006 Jam 4 Peace on August 5, 2006, contain lyrics with sexist, violent and explicit language, with references to smoking, drinking and prostitution; and
