The City Clerk put the question: Have the members of the Common Council read the Report and Recommendations of the Utilities and Licenses Committee, and any written exceptions, if filed, in this matter? All members indicated they had done so. The City Clerk inquired as to whether Mr. Isadore Mbadiwe was present and wished to address the Common Council. Mr. Mbadiwe was present. Ald. Witkowiak moved to enter the Committee of the Whole for the purpose of hearing from Isadore Mbadiwe and the office of the City Attorney. There was no objection. Mr. Mbadiwe addressed the Common Council. Assistant City Attorney Bruce Schrimpf addressed the Common Council. Ald. Witkowiak moved that the committee rise. There was no objection.
