Analysis
This resolution authorizes the City of Milwaukee Department of Employee Relations to transition from a self-insured Medicare Plan A and B to a UnitedHealthcare Medicare Advantage (Part C) Plan.
Body
Whereas, The City of Milwaukee has, since 2004, maintained Medicare benefits for retired City employees as compensation and recognition for their years of public service; and
Whereas, The City of Milwaukee has a fiduciary responsibility to the public trust to manage public funds effectively while meeting its obligations to retirees; and
Whereas, The City of Milwaukee has periodically adjusted its Medicare offerings to promote sustainability, to reduce costs for retirees and taxpayers, and to expand benefits; and
Whereas, The UnitedHealthcare Medicare Advantage (Part C) Plan will result in substantial cost savings to retirees of over $2,700 annually, representing a 75% reduction in out-of-pocket expenses, while saving the City an estimated 25% in overall retiree healthcare costs; and
Whereas, The UnitedHealthcare Medicare Advantage Plan will feature a $0 monthly premium for retirees in the first two years of implementation and an annual deductible of only $350 during this initial period; and
Whereas, The plan will also offer expanded and enhanced benefits compared to the current Medicare Parts A and B plan, including improved care coordination, additional wellness services, and broader coverage; now, therefore, be it
