This resolution authorizes payment of $23,644.60 from the Department of Administration's 1998 special fund, "Minority and Disadvantaged Business Joint Certification",including an existing encumbrance, to Milwaukee County for certain invoices related to the City's participation in the Joint Certification Program during 1994, 1995 and 1996.
BODY:
Whereas, The City has participated in the Joint Certification Program since the mid-1980's as a way of increasing local government contracting opportunities for firms owned by minorities and disadvantaged persons; and

Whereas, Participating local governments have agreed to share many of the costs of operating this program, which is operated by Milwaukee County; and

Whereas, The City and County have reached agreement that certain invoices in the total amount of $23,644.60 related to the City's participation in the program during 1994, 1995 and 1996 should be paid; and

Whereas, The 1998 City Budget for the Department of Administration contains an appropriation of $80,000 to a special fund, "Minority and Disadvantaged Business Joint Certification", which is an appropriate funding source for making these payments to Milwaukee County; and

Whereas, State law under s. 62.11 (5), Wis. Stats., provides the Common Council with authority over the City finances, thereby enabling the Common Council, through resolution, to direct the expenditure of funds authorized in the Budget; now, therefore, be it
