Title

Resolution urging the State of Wisconsin to authorize a surcharge on municipal forfeitures in order to recover the costs of police-worn body cameras. 

Analysis

This resolution urges the State Legislature to modify existing State laws to allow a surcharge on municipal forfeitures as a method of recouping costs associated with the emergent implementation of police-worn body cameras.

Body

Whereas, The use of police-worn body cameras is on the rise across Wisconsin, increasing the pressure on local budgets to provide increased funding for public safety; and

 

Whereas, The Milwaukee Police Department successfully piloted police-worn body cameras and intends on broadening their use to all sworn police officers; and

 

Whereas, The expanded use of body cameras has greatly increased the amount of video data that must be digitally stored in accordance with evidentiary, statutory and local policies; and

 

Whereas, Under s. 814.75, Wis. Stats., the State of Wisconsin currently provides for multiple court-imposed surcharges to be applied to forfeitures to recover various sunk budgetary expenses; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Common Council urges the State of Wisconsin to enact legislation to authorize a surcharge on municipal forfeitures for cities using police-worn body cameras; and, be it

 

Further Resolved, That upon adoption of this resolution, the City Clerk shall mail a copy of the resolution to Wisconsin Governor Scott Walker and each member of Milwaukee’s delegation to the Wisconsin Legislature.
