Title
An ordinance relating to official street renamings and honorary street namings involving the names of crime victims.
Analysis
This ordinance suspends the procedures for officially renaming a street or assigning an honorary street name whenever the proposed name is the name of a crime victim. A request to rename a street or assign an honorary street name to honor or memorialize a crime victim shall receive no further consideration. This ordinance shall be in effect until such time as the City has developed and adopted a policy on the use of crime victim names in official street renamings or honorary street namings.
Body
Whereas, Section 113-3 of the Milwaukee Code of Ordinance provides procedures for changing official street names and for assigning honorary street names; and

Whereas, Section 113-3 does not address the possibility that the intent of an official street renaming or an honorary street naming may be to honor or memorialize a crime victim; and

Whereas, Each request for an official street renaming or an honorary street naming requires a significant commitment of City resources, particularly time spent by City staff, the Citizen Advisory Committee on the Naming of Public Buildings, Facilities and Streets, and the Common Council and its Public Works Committee in reviewing such request; and

Whereas, The Common Council finds that, because of the potential for a large number of requests to rename streets or assign honorary street names to honor or memorialize crime victims, it is prudent to suspend consideration of all street renaming or honorary street naming requests involving the names of crime victims until such time as the City has developed and adopted a policy on the use of crime victim names in official street renamings or honorary street namings; now, therefore
