Analysis
This resolution authorizes the City to enter into a memorandum of understanding for a joint voter registration system with the Wisconsin State Elections Board as a result of the federal Help America Vote Act of 2002 (HAVA) to create a more uniform voter registration and voting system in the United States.
Body
Whereas, The Wisconsin State Elections Board is charged with implementing a state-wide Voter Registration System (SVRS) in compliance with HAVA, by drafting a memorandum of understanding to facilitate a more uniform registration system; and
 
Whereas, Local governments are required to implement and administer a local voter registration system that complies with the Wisconsin SVRS; and
 
Whereas, It has been determined by all agencies in Wisconsin involved in voter registration that it is more efficient and cost effective to jointly develop and implement a voter registration system that complies with SVRS; and
 
Whereas, The HAVA AND SVRS benefits the City residents by improving voting systems and voter access as citizens select their leaders as part of the democratic process; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the appropriate officials are authorized to enter into a memorandum of understanding for a joint voter registration system with the Wisconsin State Elections Board, a copy of which is attached to this file.
