Analysis

This ordinance provides that no citation shall be issued for any violation of the all-night parking restrictions, except a violation of the alternate-side parking rule, if the violation occurs in a census tract in which 40.0% or more of residents are living below the federal poverty level, as indicated by the most recent U.S. census bureau American community survey 5-year estimate or the latest federal decennial census, whichever is more recent.

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Section 101-27-10 of the code is created to read:

 

101-27.  All Night Parking.

 

10.  ENFORCEMENT IN HIGH-POVERTY CENSUS TRACTS.  No citation shall be issued for any violation of this section, except a violation of sub. 3, if the violation occurs in a census tract in which 40.0% or more of residents are living below the federal poverty level, as indicated by the most recent U.S. census bureau American community survey 5-year estimate or the latest federal decennial census, whichever is more recent.
