Whereas, A project agreement has been executed by the Wisconsin Department of Transportation and the City of Milwaukee for the improvement of North 92nd Street from West Capitol Drive to West Hampton Avenue using State and Federal Aid under the Surface Transportation Program, in accordance with Common Council resolution file number 111507, adopted March 20, 2012; and
