- ANALYSIS - This resolution approves a Report and Tentative Plan of Improvement prepared by the Board of Assessment. The Report and Tentative Plan of Improvement has been developed in accord with Section 32.54 of State Statutes and represents an initial step in the process of acquiring property rights needed to complete the riverwalk segment located on the west side of the Milwaukee River between West Wells Street and West Kilbourn Avenue. The Report and Tentative Plan includes an estimate of the cost of the improvement, a map illustrating the property that could be used as well as the property that would be benefited by the improvement, the cost of previously completed or under-construction riverwalk segments, and the maximum and minimum potential assessment rates for a representative property.


BODY:
Whereas, On July 25, 1997, the Common Council of the City of Milwaukee adopted file number 970508 finding it necessary to acquire certain property rights along the west side of the Milwaukee River between West Wells Street and West Kilbourn Avenue in order to complete the riverwalk segment in that block; and

Whereas, The process the City is using to acquire the required property rights is set out in Section 32.50 (et. Seq., of Wisconsin State Statutes *the Kline Law); and

Whereas, That process requires the City to approve a Report and Tentative Plan of Improvement ("Report and Tentative Plan"), such report and tentative plan to include an estimate of the cost of the improvement, maps illustrating the properties that could be used as well as the boundary of the distric...
