Title
Substitute resolution appropriating $18,000 from the Common Council Contingent Fund for consulting services relating to provision of health care benefits to City employes and retirees.
Analysis
This resolution authorizes the appropriate City officials to enter into a contract with Gallagher Benefit Services, Inc., for a review of the City's medical benefit plan intended to provide baseline coverage data, identify gaps in benefits and gather and collate a range of benefit information. This contract will cost $18,000 to be transferred from the City's Contingent Fund to a new subclass within the budget of the City Clerk's office.

Whereas, The cost of providing medical insurance coverage to its employes has been one of the largest and fastest-growing portions of the City's annual budget and appears likely to remain so for the foreseeable future; and
Whereas, Despite their profound value in prolonging and improving life, the cost of pharmaceuticals has been a matter of particular concern; and
Whereas, The City remains committed to providing the highest level of medical insurance coverage possible to its employes while not placing an inordinate burden on tax-payers; and
Whereas, Gallagher Benefit Services, Inc., has a proven track record in the field of medical benefit consultancy and has demonstrated its ability to find new efficiencies, reduce costs and improve the quality of health coverage services delivered; and
Whereas, Gallagher Benefit Services has proposed a study of the City's present benefit plan intended to gather and collate information related to the plan to provide a baseline for further investigation, identify benefit gaps and determine whether further steps should be taken; now, therefore, be it
