Whereas, The City of Milwaukee Common Council is authorized under state statute 118.40 to establish and monitor the operation of charter schools; and
 
Whereas, The Common Council has empowered the Charter School Review Committee to make recommendations to the council regarding charter schools; and
 
Whereas,The City of Milwaukee has approved five charter schools under its auspices to date; and
 
Whereas, The Charter School Review Committee solicited applications for new charter schools; and
 
Whereas, Three schools submitted application for charter status; and
 
Whereas, Each application was reviewed by consultants and the members of the Charter School Review Committee; and
 
Whereas, The Charter School Review Committee held a public hearing on the charter school applications on December 2, 2002; and
 
Whereas, The Charter School Review Committee, at their meeting of December 2, 2002 voted unanimously to forward a recommendation to the Common Council that the Academy of Learning and Leadership should be granted status as a City of Milwaukee Charter School; now, therefore, be it
 
Resolved, That the Milwaukee Common Council grants Charter school status to the Academy of Learning and Leadership for a term of five years, beginning with the 2003-2004 school year and ending at the close of the 2007-2008 school year.
