Title

Resolution authorizing the Department of Employee Relations to issue a request for proposal for administration of the City’s prescription drug benefits.

 

Analysis

This resolution authorizes the Department of Employee Relations (DER) to issue a request for proposal (RFP) for administration of the City’s pharmacy benefits with contract terms commencing January 1, 2027.

 

Body

Whereas, The current contracts between the City and UnitedHealthcare, for the administration of the City and OptumRx, for administration of pharmacy benefits, expire on December 31, 2026; and

 

Whereas, The Department of Employee Relations will retain the services of Gallagher Benefits Services Inc., the City’s benefits consultant, to lead the request for proposals; and

 

Whereas, A review team will be selected to evaluate the responses including a financial analysis of the terms offered and the comprehensiveness of the pharmacy benefits; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Department of Employee Relations is authorized to execute a request for proposal process to select an administrator for pharmacy benefits for a contract term beginning January 1, 2027; and, be it

 

Further Resolved, That following the request for proposal process, the Department of Employee Relations will provide the Finance and Personnel Committee with recommendations for a pharmacy benefits administrator.
