Resolution authorizing the Commissioner of Public Works to explore various options relating to the provision of streetlighting services. (DPW)
Analysis
This resolution authorizes the Commissioner of Public Works and the appropriate City officials to explore options for the provision of streetlighting services, including the release of requests for proposals and solicitation of bids, and to conduct such business and make such expenditures as may be necessary to secure interest in the provision of streetlighting services. The resolution authorizes the Commissioner to engage a consultant at a cost not to exceed $50,000 for such purpose, from within the Department of Public Works' budget.
The Offices of the City Attorney and the Comptroller shall review such requests for proposal and solicitation of bids and provide appropriate input to the Commissioner of Public Works prior to release of such documents.
This resolution further provides that the Commissioner shall present an analysis of all offers received through this process to the Common Council for its review and approval, subject to an evaluation and analysis by the Comptroller, the Budget Director, and the City Clerk's Office, with appropriate review and input by the City Attorney.
Any subsequent approval of a request to outsource or privatize the provision of streetlighting services, and to enter into related agreements, shall be authorized only by approval of the Common Council by resolution, as required by Common Council policy and procedure relative to outsourcing or privatizing of City services as set forth in File Number 990089, adopted April 20, 1999.
