Title
Substitute resolution relating to the creation and maintenance of an inventory of all artificial intelligence products in use by city agencies.
Analysis
This resolution directs the Department of Administration-Information Technology and Management Division, to create and maintain an inventory of all artificial intelligence (AI) products in use by City agencies within 3 months of adoption of the resolution.
Body
Whereas, Artificial intelligence technology has taken significant strides and become a fixture in many workplaces over the past several years; and

Whereas, Artificial intelligence technology has the potential to improve city services and increase employee efficiency; and

Whereas, Despite the promise of better work output and greater efficiency, artificial intelligence technology, and generative AI in particular, remains in its infancy, and there are serious concerns relating to accuracy, privacy, and security when it comes to its use; and

Whereas, In February 2025, the Common Council adopted File Number 241502, which established the City’s policies and guidelines relating to the use of generative AI by City employees; and

Whereas, This policy permitted the use of generative AI tools, so long as they meet pre-approved standards and their use is requested through the Information Technology and Management Division’s current technology request process for nonstandard tools; and

Whereas, It is in the interest of the Common Council to understand and have easy access to a database of the AI tools which have been approved for, and are in use by, City agencies; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration-Information Technology and Management Division is directed to create and maintain an inventory of all artificial intelligence products approved for, and in use by, City agencies; and, be it
