Resolution relating to acceptance and funding of a $200,000 subrecipient agreement from the Southeastern Wisconsin Regional Planning Commission relating to development of a Milwaukee Metropolitan Climate Action Plan.
Analysis
This resolution authorizes the Environmental Collaboration Office (ECO) to accept and fund a $200,000 subrecipient agreement Southeastern Wisconsin Regional Planning Commission (SEWRPC) relating to Milwaukee Metropolitan Climate Action Plan. This subrecipient agreement is part of a larger $1,000,000 Climate Pollution Reduction Grant (CPRG) from the US Environmental Protection Agency that SEWRPC received to develop the Milwaukee Metropolitan Climate Action Plan for the four-county metropolitan area, including Milwaukee, Waukesha, Ozaukee, and Washington counties. The Metropolitan Climate Action Plan will use Milwaukee’s adopted Climate and Equity Plan as the foundational document for the regional plan. A preliminary Metropolitan Climate Action Plan is a pre-requisite to apply for large-scale CPRG implementation grant due in April, 2023.

Whereas, the Common Council adopted the Climate and Equity Plan and directed its implementation; and
Whereas, the Department of Administration-Environmental Collaboration Office (ECO) is leading implementation of the Climate and Equity Plan; and
Whereas, Section 60114 of the federal Inflation Reduction Act created the Climate Pollution Reduction Grants (CPRG) program; and
Whereas, the US Environmental Protection Agency administers the CPRG program, which provides grants to states, local governments, tribes, and territories to develop and implement ambitious plans for reducing greenhouse gas emissions and other harmful air pollution; and
