Title
Substitute resolution approving the expenditure of funds to implement the Rental Housing Rehabilitation Program.
Analysis
This substitute resolution authorizes the Department of City Development to expend up to $1 million in capital funding to implement the Rental Housing Rehabilitation Program approved in the 2015 City Budget and to enter into contracts, as needed, to implement the Program.
Body
Whereas, The City of Milwaukee (“City”) has a large inventory of tax-foreclosed residential properties, including many that are vacant; and
Whereas, The Department of City Development (“DCD”) is responsible for implementing strategies that return foreclosed, habitable, vacant residential properties to productive use; and
Whereas, The 2015 City Budget includes $1 million in capital funding for the creation of a Rental Housing Rehabilitation Program (“RHRP”) that will renovate City-owned vacant residential properties and operate them as a rental portfolio under City ownership; and
Whereas, The expenditure of these funds is contingent upon adoption of a resolution by the Common Council of the City of Milwaukee; and
Whereas, DCD issued a Request for Qualifications (“RFQ”), a copy of which is attached to this Common Council File, seeking vendors capable of renovating selected properties and managing them as rental properties for three years; and
Whereas, DCD held an information meeting for prospective vendors on September 14, 2015; and
Whereas, Four vendors responded to the RFQ; and
Whereas, The responses were reviewed consistent with the evaluation criteria included in the RFQ, and a vendor has been selected; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that DCD is authorized to expend the funds allocated for the RHRP and to enter into a contract with the selected vendor; and, be it
