Resolution approving the design and aesthetic appearance of the freeway noise barrier proposed for construction along IH-94, northbound on-ramp from West Holt Avenue also known as Noise Barrier No. 22, by the Wisconsin Department of Transportation.
Body
Whereas, The Wisconsin Department of Transportation (WISDOT) has conducted a study identifying where traffic noise levels at properties located adjacent to freeways could be reduced with the construction of noise barriers; and

Whereas, A freeway noise barrier located along the east side of the northbound on-ramp from West Holt Avenue was identified as one which would reduce traffic noise level for those properties located adjacent to the ramps; and

Whereas, The construction of said barrier would be at no cost to the City or the abutting property owners; and

Whereas, Common Council Resolution File Number 950426, adopted July 14, 1995, supported the construction of the freeway noise barrier contingent upon approval of the barrier final design, appearance and location by the Common Council upon submission of same by the WISDOT; and

Whereas, The WISDOT has submitted plans and specifications for the design and construction of the freeway noise barrier, which include the following construction parameters:

Single-sided sound absorption noise barrier

Length: 922 feet

Height: 23 feet maximum

Color: earthtone brown or tan

Finish: exposed aggregate or wood panel

Whereas, The WISDOT is seeking approval for these plans so that they may proceed with securing the services of an engineering consulting firm to undertak...
