Resolution stating that the West Chester Street reconstruction project between South Dixon Street and South 92nd Street and the West Adler Street reconstruction project between South 84th Street and South 95th Street associated with the Wisconsin Department of Transportation Zoo Interchange project meets the conditions of an Absence of Need exception to Trans 75 Complete Streets Guidelines.
Analysis
This resolution states that the West Chester Street reconstruction project between South Dixon Street and South 92nd Street and the West Adler Street reconstruction project between South 84th Street and South 95th Street associated with the Wisconsin Department of transportation Zoo Interchange project meets the conditions of an Absence of Need exception as indicated in Trans 75.05 of the Wisconsin Administrative Code Complete Streets Guidelines. The conditions of an Absence of Need exception are met because of the low traffic volumes on both roadways, the Milwaukee Comprehensive Plan does not expect bicycle use on these two roadways to increase and the close proximity and additional access to the Hank Aaron State Trail. The Trans 75 Absence of Need Exception, under Complete Streets Guidelines requires a resolution by the local unit of government stating the project meets the conditions of the exception.
This resolution is necessary for the Wisconsin Department of Transportation to approve a proposed design of West Chester Street between South Dixon Street and South 92nd Street and West Adler Street between South 84th Street and South 95th Street that omits marked bike lanes.
