Analysis
This ordinance prohibits the operation of artificial light sources, except for security lighting, on properties used for the display, storage, rental and retail sale of motor vehicles during the hours in which the motor vehicle sales lots are not open for business.  
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1. Section 80-19-4 of the code is amended to read:
 
80-19.  Nuisance Light on Residential Properties.
 
4. PRODUCTION OF LIGHT NUISANCE PROHIBITED.>>a.  General.  Except as provided in par. b, no<< artificial light source shall be installed, allowed to be installed or permitted on any property which light source flashes or revolves, or due to its intensity or physical characteristics, causes glare or spills onto a residential property in such a manner as to cause a nuisance during the hours of 6 p.m. through 7 a.m.
 
Part 2.  Section 80-19-4-b of the code is created to read:
 
b.  Motor Vehicle Sales Lots.  No artificial light source except for security lighting shall be permitted to operate on any property used for the display, storage, rental and retail sale of motor vehicles during hours in which the motor vehicle sales lot is not open for business.
