Analysis

Currently, residents are required to have completed master composter programs in order to compost certain items.  The paragraph requiring master composter status is deleted in this section because the training facilities specified in the code no longer offer classes. Currently, the list of prohibited items does not include all materials that should not be composted; this ordinance updates the list of materials that are unfit for composting.

BODY:

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1. Section 79-12.5-1 of the code is repealed and recreated to read:

 

79-12.5 Regulation of Compost Piles.

1. COMPOST PILES. Compost piles shall consist primarily of yard waste. The following items are specifically prohibited from inclusion in any compost pile:

a. Oils, grease and lard.

b. Dairy or meat products.

c. Feces- human, dog, cat or bird.

d. Diseased plant waste.

e. Poisonous substances.

f.  Treated lumber, sawdust from treated lumber.

g. Materials that have been treated with chemicals.

h. Inorganic material.

 

Part 2. Section 79-12.5-2 of the code is repealed.

 

Part 3. Section 79-12.5-3 of the code is renumbered 79-12.5-2.
