Title
Substitute resolution relating to the use of Large Impact Development funds to fund activities recommended by the African American Male Unemployment Task Force.
Analysis
This resolution approves the award of $425,000 of Large Impact Development funds to Growing Power, Inc., as recommended by the African American Male Unemployment Task Force, for job training and creation activities. Growing Power Inc., will create and provide training for a total of 150 permanent jobs over a 3-year period, beginning in 2011, in the field of urban agriculture. In addition, a total of 150 hoop-houses will be constructed on vacant lots for use in growing produce in urban gardens.
Body
Whereas, On November 3, 2010, the Common Council adopted Resolution File Number 100709 approving the award of CDBG funds for the Large Impact Development by the African American Male Unemployment Task Force Initiative in the amount of $425,000; and

Whereas, The African American Male Unemployment Task Force has conducted several meetings and on February 15, 2011, the task force met and unanimously approved the award to Growing Power, Inc., in the amount of $425,000; and

Whereas, The Growing Capacity for the Green Economy Power is a job-preparation project designed to provide skills, training and hands-on work experience in the fields of intensive sustainable agriculture, renewable energy, environmental education, and community food systems development; and

Whereas, Growing Power, Inc., is a pre-eminent leader in the area of urban agriculture with its founder, Will Allen, having received the McArthur Foundation “Genius Grant” in 2008; and

Whereas, Growing Power, Inc. will create 150 hoop-houses on vacant City land and create approximately 50 permanent jobs annually for 3 years, for a total of 150 jobs; now, therefore, be it
