Analysis
This ordinance requires that any common council file that authorizes a city department to enter into a contract be referred by the city clerk to the department of administration-emerging business enterprise administration so that the department entering into the contract has the appropriate review by the emerging business enterprise manager with respect to the requirements of ch. 360.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1.  Section 50-4 of the code is created to read:
50-4.  Files Authorizing City Departments to Enter into Contracts.  Any common council file authorizing a city department to enter into a contract as defined under s. 360-01-7 shall be referred by the city clerk to the department of administration-emerging business administration so that the department entering into the contract has the appropriate review by the emerging business enterprise manager with respect to the requirements of ch. 360.  Prior to a hearing by the appropriate common council committee, the emerging business enterprise manager shall review the file and submit a report concerning the applicability of the provisions of ch. 360.
